Local Water Committees |
|
The National Water and Sewerage Corporation Local Water Committees (NLWCs) were formed in an effort to reinforce stakeholders’ participation in the respective NWSC Operational Areas. The committees are composed of members of the local government, customers, NGOs and NWSC area representatives.
The objectives of the NLWC include among others;
- Ensure increased participation of customers & key stakeholders as well as strengthening partnership between NWSC and local authorities
- Provision of a voice for customer concerns and improvement of area performance
- Improve the corporations public relations and mobilize funds to improve services
- Harmonization of investment Operations so that they are more demand responsive
Membership;
The NWSC local water committee membership includes; NWSC staff (Area Engineers, Commercial Officers, Area Manager), District Town Clerks, customer representatives, District Municipal Engineers, Town Mayors, DWD and NGOs.
Some of the issues discussed in the Local Water Committees
A case of Soroti Area
- Replacement of old pipes to maintain water quality and reduce on breakages.
- Power interruption in the Area to be supplemented by Standby generator.
- Radio talk show on Community sensitization to be kicked off at a time convenient for all customers.
- Enforcing rules on indiscriminate dumping of refuse in the town to avoid blockages in the sewer lines and drainage
- Phasing off of cash offices at the NWSC offices, were all customers are expected to pay for water directly in the Bank. Customers are being sensitized on that.
- Cooperation between Municipal Engineer and NWSC to avoid cutting water pipes, during road works.
- Concerns that developers are using road reserves to sink pit latrines and even construct on existing water pipes which is a health hazard. Customer representative urged Council to open up roads clearly and mark road reserves to enable utility companies operate effectively.
A case of Tororo Area
- Highlight of the projects going on in the Area i.e. Kisoko which is being carried out in collaboration with the Ministry/DWD – (8.5 kms already done; Ongoing construction of gravity water scheme for Tororo at Manafa which the directorate proposes NWSC to take responsibility; The district has 284 million meant for the construction of reservoir tank, a booster was also to be constructed along the line to target West Budama and provision of small distribution pipesLoad shedding by Umeme causing intermittent supply.
- Frequent bursts on old AC pipes that need immediate attention.
- Delays in carrying out repairs along pipes crossing the road because permission has to be sought first from relevant authorities.
- The terrain doesn’t allow easy sewer mains extension; some customers prefer onsite sanitation other than sewer lines.
- Frequent Sewer blockages as a result of storm water and dumping, all which need addressing by NWSC and local authorities.
- Illegal water use by some people causing Unaccounted for Water (NRW) to be high.
- In accessibility of some customers’ premises is a challenge for bill delivery.
- Poor farming methods have resulted in a lot of waste pouring along the Malaba water source which affects raw water extraction.
A case of Jinja Area
- Introduction of the REID programme aimed at getting rid of illegal water deeds, and the expiry date for the amnesty that was given to the customers.
- Highlights of the works and projects are under way on improving the water and sewerage services in the area. These include;
- Extension of the intake deep into the lake to improve the quality, quantity and reliability of water supply in Jinja and Iganga Town.
- Extension around the Bujagali Dam which is still going on and will add 25KM of water mains in the areas of Budondo, Kyabirwa, Bujagali falls, Ivunamba, Namizi on the eastern side and Naminya, Buloba, Malindi, Kikubamutwe, Wakisi sub county on the western bank of the Nile.
- 2KM of water extension at kaitabawala and saza road in Bugembe.
- Acquisition of a generator to solve the water interruptions at wanyange hill due to power failure.
- Building bigger clarifiers to improve on the water treatment and also cater for the big volume of intake after extension of line deep in the lake.
- Extending water to Wanyage landing site (500 meters), 1.5KM extension of water to Isikwe, 2KM extension to Mauta-Kalungami, 1KM to Kyekide/ Butiki, 4KM to Nakabango and 1K to Naikazi all these to be implemented by end of 2011.
