NWSC
National Water and Sewerage Corporation (NWSC) is an autonomous public corporation 100% owned by the Government of Uganda. The Central Government represented by both the Ministry of Water & the Ministry of Finance, maintains a performance contract with NWSC. In turn NWSC  has developed a set of delegated area management contracts through which it monitors the performance of its 23 towns of operations or the  WSSAs,

As a Public Utility NWSC has a mission to serve the Poor. It has established the Urban Pro Poor branch that coordinates all the Urban poor customers’ activities; new connections, billing, collections and other innovative services to this segment

 

NWSC definition of the urban poor
  • Urban Poor are usually identified by the following characteristics;
  • Household incomes of less than Ug Shs. 80,000/-(approximately US $ 40) and in most cases earned on a day today basis (piece meals)
  • Clustered settlements with high crowding index of 0.25-14 people per HH
  • Very low water consumption of between 0-20 litres per capita per day
  • Customers who  do not have  own connections mainly use public water points
 

The Urban Pro Poor Branch (UPPB) Project
NWSC has focused on strengthening of the development efforts through establishing the Urban Pro Poor branch that has a sole role objectives of :
  • Improved access to water and sanitation
  • Community involvement in WATSAN services.
  • Sensitization for sustainability.

‘To be a World model in delivery of sustainable water and sanitation services in the Urban Poor settlements’

Through provision of innovative solutions with emphasis on partnerships and community involvement in order to improve the living condition of the Urban Poor

NWSC Urban pro poor goals
The overall goal of the programme is to provide improved access to piped water services to poor households living in slum areas of Kampala city. Through provision of public water points and yard tap connections.

    Objectives
    • Support NWSC to create internal capacity for pro poor planning.
    • To improve access to safe water and sanitation services thru provision of WATSAN facilities at household and community level by 70%.
    • Implement WATSAN services in informal settlements. Through community involvement
    • Increasing awareness about water and sanitation issues and related health hazards amongst the urban poor communities especially those in the informal settlements & slum area of the city.
    • To promote good hygiene and sanitation practices in the community through sensitization and education.
    • To promote and strengthen the capacity of the community to manage and sustain the water & sanitation facilities. 
    • To monitor, evaluate and provide feedback on sector policies and their impact on sustainable and equitable delivery of water and sanitation services thru coordination, networking and collaboration with other stakeholders like donors, NGOs and PSPs.

Urban Pro Poor Branch Project Activities to the communities

  • Providing extensions to increase access and improve coverage in the following areas; ndeeba kisenyi, kibuli, Katanga, kalerwe, kamwokya, kawempe, nakawa, kagugube, kirekka etc.
  • Promote  Yard tap connections
  • Promote pre paid meter technologies.
  • Community involvement through caretakers, local councils and opinion leaders in WATSAN services
  • Promote social marketing through information, education and communication strategy in the sensitization of communities.
  • Provide communal VIP toilets.
  • Compliment the presidential manifesto by providing free connections in 2,000 public water points in the poor areas.

    Ndeeba-Kisenyi pilot project
    The project reached full implementation with over 95% of pipe works completed. Funded by the GoU Fed Rep Germany through KfW. The Project cost 2 million euros.Pipe works about 20kms distribution & tertiary mains. 37km pipe works of service connections. Total expected connections 400 prepaid meter technologies. We are also constructing 15 public sulabh toilets and 35 private demonstration sulabh toilets. The best design for water logged area and the first to be implemented in NWSC area. The total project beneficiaries about 100,000 people.

    Global Output based Aid project (GPOBA)
    The contract signing was effected in mid February, 2008. Funded by the World Bank and NWSC. The project cost 4 million US $. Pipe works laying secondary & tertiary mains. Project cost 4 million dollars. The total expected connections19,070. NWSC emphasizes Yard taps connections with about 615 PWP with prepaid meter technologies and 205 conventional PWP. The total beneficiaries about 400,000 people. The Consultant carried  out baseline surveys to commence works for OBA and to ascertain impact assessment and evaluation of the project.

    Kagugube Community project
    The consultant (Winsor) is on site. The project is funded by the ADB. Project cost 800,000 euros and the target population 15,000 with Pipe works about 10kms laying secondary & tertiary mains and the total expected connections 250. The project also has prepaid meter technologies, Eco san toilets and serve about 50,000 beneficiaries

    Kampala Sanitation program
    This is funded by the EU, Kfw and NWSC. The project objective is to improve Bugolobi sewage treatment, Cesspool emptying and eneficiaries Slum dwellers

Successes recorded in the 1st Quarter of the year, 2008
The project has started installing the prepaid meters among the communities of Ndeeba and Kisenyi areas. So far over 250 prepaid meter points are installed. With over 400 households customers using pre paid water tokens.

Massive sensitization and project promotion is being effected by Urban Pro poor branch using the IEC social marketing techniques to encourage more poor consumers to apply and embrace the Pre paid meter technology.

A number of international missions have made a site visits to Urban poor branch and they were well hosted beginning with the Nile River basin initiative Secretariat, SIDA from Swedish delegation (SIDA)  , German desk officer in charge of Uganda and TZ Mr. Wilke in March, 2008.

The branch to date has connected 478 customers a direct contribution to the presidential manifesto under Yellow taps connections.

Challenges of Urban water and Sanitation Programmes

  • Problem of overcrowding gives little or no space for construction of sanitation infrastructures. 
  • Urban communities’ are transient’s population; ever shifting thus hindering follow up and sustainability of the set up facilities and services.
  • Slums in Kampala are largely located within the high water table areas hence, flooding and collapsing soils have disrupted the effective implementation of NWSC activities.
  • There is information gap between policy makers, service providers and local communities or beneficiaries in regard to WATSAN service delivery to the urban poor.
  • Inadequate availability of funds a challenge to NWSC to cover all the informal settlement with effective service deliver
