Board of directors

The Board of Directors is the governing body of the Corporation and endeavors to ensure that NWSC meets the Corporate Governance Performance Standards. The Board is headed by the Chairman and consists of nine directors, eight Non- Executive Directors and one Executive Director. The appointment of the Non-Executive Directors ids done by the Minister of Water and Environment for a three-year renewable term.

ENG. DR. BADRU .M. KIGGUNDU

BOARD CHAIRPERSON

He is a distinguished civil engineer, academic and public servant with over 50 years of experience in civil engineering, infrastructure development and institutional leadership. He holds a PhD in Geotechnical/Bituminous Materials from the University of New Mexico, USA, an8d Master’s and Bachelor’s degrees in Civil Engineering from Carnegie Mellon University, USA. He is a Registered Civil Engineer and Fellow of the Uganda Institution of Professional Engineers.

He currently serves as Senior Presidential Advisor on Infrastructure and Works, Associate Professor in Civil Engineering at Makerere University, and Chairperson of the Projects Steering Committee for the Karuma and Isimba Hydropower Projects. He previously served as Chairperson of the Electoral Commission of Uganda and Dean of the Faculty of Technology at Makerere University.

DR. ENG. SILVER MUGISHA

MANAGING DIRECTOR

He is the Managing Director, a position he has held since 2013. He is a seasoned engineer and water utility executive with over 30 years of experience in the water and sanitation sector.

He holds a PhD in Engineering and Economics from Makerere University, undertaken in collaboration with the Public Utility Research Center at the University of Florida, an MSc in Sanitary Engineering from IHE Delft, Netherlands, and a BSc in Civil Engineering from Makerere University.

He has championed major performance and productivity improvement initiatives at NWSC and has provided consultancy services to utilities across Africa and beyond. He is a Fellow of the International Water Association and the SENSE Research School of the Netherlands, and a former Vice President of IWA and the African Water and Sanitation Association. In 2024, he received IWA’s highest honour for his outstanding contribution to water management and science.

MS. MARIAM MUTALAGA

BOARD MEMBER

Ms. Mariam Mutalaga is an experienced professional in insurance, human resource management, governance, training and institutional leadership. She holds a Master of Business Administration in Human Resource Management from Makerere University Business School and a Bachelor of Arts in Vocational Studies, Insurance, from the University of Delhi.

She has served in various leadership and advisory roles, including General Manager at Statewide Insurance Company Ltd, Member of the Wakiso District Service Commission, Lecturer at the Islamic University in Uganda, and Trainer with the Insurance College, International Labour Organization and UNDP. Her experience spans strategic planning, governance, human resource development, customer-centred service delivery, training, mentoring and organizational performance improvement.

MS. ANNETTE AKIROR

BOARD MEMBER

Ms. Annette Akiror is a health and public service professional with extensive experience in medical laboratory services, blood transfusion, donor counselling, health education and community health promotion. She currently serves with Uganda Blood Transfusion Services, where she supports donor counselling, blood collection, screening, processing and dispatch.

She holds a Diploma in Guidance and Counselling from Kyambogo University and a Certificate in Medical Laboratory Technology from Nsambya Hospital Training School. She is also pursuing a Bachelor’s Degree in Public Health at Uganda Martyrs University. Ms. Akiror is a member of the Allied Health Professionals Council and the Uganda Counselling Association, with additional training in HIV/AIDS counselling, laboratory practice and public health.

Eng. John Twinomujuni

BOARD MEMBER

He is a civil engineer and water sector specialist with over 30 years of experience in infrastructure development, water supply, irrigation and water for production.

He holds an MBA from Edinburgh Business School, Heriot-Watt University, UK; an MSc in Construction Management from the University of Birmingham, UK; and a BSc in Civil Engineering from Makerere University. He is a registered Professional Engineer with the Engineers Registration Board of Uganda and a member of the Uganda Institution of Professional Engineers.

He has held senior leadership positions in the Ministry of Water and Environment, including Ag. Director of Water Development and Commissioner for Urban Water and Sewerage Services. He has also represented Uganda in regional and international water sector forums and currently chairs the Kagera River Basin Transboundary Technical Committee.

MR. ROBERT WAMBEDDE

BOARD MEMBER

Ms. Mbabazi holds a Masters of Arts in Public Administration, Uganda Management Institute and
a Bachelor of Science in Business Administration from Strayer University, Washington, DC, USA.
She has vast experience in Management and sits on several Boards of various companies in the
Country, including but not limited to; Rice Association of Uganda (Chairperson), Africa Infrastructure
Development, Hong Kong and East African Community Rice Platform.

MR. PETER RWAKIFAARI KIBONDO

BOARD MEMBER

He is an experienced administrator, educationist and governance practitioner with extensive experience in public administration, institutional leadership, education management and community development.

He holds a Master’s Degree in Development Studies from Uganda Martyrs University, a Bachelor of Arts in Education and a Diploma in Education from Makerere University. He has served in several senior leadership roles, including Resident District Commissioner, District Council Speaker, Principal of Primary Teachers’ Colleges, and Governing Board Member of Uganda Martyrs University and the University of St. Joseph, Mbarara.

He brings strong experience in strategic leadership, policy oversight, stakeholder engagement, institutional development and performance improvement.

CANON JOSEPHINE KASYA

BOARD MEMBER

She is an experienced local governance and community development leader with over three decades of service, with a strong focus on gender equality and rural transformation.

She holds a Grade III Certificate in Education and has undertaken training in good governance, Information and Communication Technology, and women’s leadership, including programmes in Ifrane, Morocco and Dar es Salaam, Tanzania.

Canon Kasya previously served as District Chairperson from 2001 to 2021, becoming the first female Local Government Chairperson in Uganda. Prior to that, she served as Vice Chairperson of Rukungiri District from 1998 to 2001. She is passionate about empowering rural women to realise their full potential.

RT. HON. DANIEL FRED KIDEGA

BOARD MEMBER

Rt. Hon. Kidega is an experienced governance, legislative and institutional leader with expertise in international trade policy, law, business administration and public sector leadership.

He holds a Master of Science and a Postgraduate Diploma in International Trade Policy and Law from Lund University, Sweden, and a Bachelor of Business Administration in Marketing from Uganda Christian University.

He currently serves as Vice Chairman of the Makerere University Council and Chairman of the Board of Directors of Horyal Investment Holdings Ltd, Atiak Sugar. He previously served as Speaker and Member of the East African Legislative Assembly from 2014 to 2017, and as Youth Member of Parliament for Northern Uganda in the Parliament of Uganda from 2006 to 2011.
